The Town of Highlands, incorporated in 1883 is run by a Mayor and Board of Commissioners. The Mayor is elected every four years. The Commissioners are elected on a “staggered” basis every four years. That is, the Mayor and two Commissioners are elected in 2009, and three Commissioners were elected in 2007, etc.
Highlands School, a K-12 institution, is located inside the city limits and is actively supported by the community. The curriculum is academically based, with an exceptional student-teacher ratio. Students from recent graduating classes have been accepted to such distinguished schools as: Columbia, Wake Forest, UNC-Chapel Hill and Georgetown.

Founded, as the story goes, in 1875 by Samuel Kelsey and Clinton Hutchinson, who drew two lines, one between Chicago and Savannah - the other between New Orleans and New York (the major hubs of the time). The intersecting point, they reasoned, would be the "central" location for people of the south and northeast to escape the heat during the summer season. This point being in excess of 4000 feet above sea level was aptly named Highlands.
